Scope

Operating Contract
GL-006 establishes the routing protocol. VIS is the Tier-1 sandbox — everything here is draft, nothing is canon until promoted through Claude Code with Tony's approval.
Pre-Flight Guard
Before any governed write (ID allocation, vault scaffolding, brand-bearing prose), run the preflight guard at _system/hooks/preflight_guard.py. Exit 0 = proceed, exit 2 = STOP. The guard is unreachable -> fail closed.
